Nancy Archer, RN, CPHQ
Ms. Archer
is executive director of QSource of Arkansas. She has more than 16 years of experience in health care and has worked effectively with Arkansas Medicaid for eight years. She has led more than 30 quality and HIT research and improvement projects under contracts at both the state and national level. These projects have included aspects of medical record review, data collection through development of topic-specific audit tools, creation of formal stakeholder networks and collaborations, development of innovative program tracking tools and communication devices. She has helped health care providers across the state of Arkansas develop, implement and evaluate quality improvement activities. Archer currently provides executive leadership, contract oversight and management for the Arkansas Medicaid Therapy Retrospective Review and Personal Care Prior Authorization contract for beneficiaries under 21 years old, as well as the Arkansas Medicaid ePrescribing project subcontracted through EDS.
Kris Baldwin
Mrs. Baldwin is an assistant chief program administrator with the Arkansas Department of Human Services’ Division of Aging and Adult Services, where she writes and administers grants from the Centers for Medicare and Medicaid Services. Her most recent project has been developing and implementing the Choices in Living Resource Center, a virtual aging and disability resource center (ADRC) that informs Arkansans about long-term options. Baldwin has a degree in social work from the University of Iowa, and worked for more than 15 years for the Iowa Department of Human Services. She moved to Arkansas in 1993. Before joining the Division of Aging and Adult Services, Baldwin worked for the state Office of Long Term Care, which regulates nursing home facilities. She came to the Division of Aging and Adult Services in 2001 to develop and implement Passages, a nursing home transition demonstration project.
Amelia Elam
Ms. Elam is a provider relations representative with the Arkansas Foundation for Medical Care and serves the southeastern part of Arkansas. She has 24 years of experience in the health care industry, including work as a health care consultant and as office administrator for a certified rural health clinic.
Brooks Freeman
Mr. Freeman is a public health educator with the Arkansas Department of Health’s ConnectCare program, where he works with the Medicaid/ARKids First population. He has a bachelor’s degree in health science from the University of Central Arkansas. He is a member of APHA, and served as the co-chair of the ADS Committee.
William E. Golden, MD, MACP
Dr. Golden is a professor of medicine and public health at the University of Arkansas for Medical Sciences and the medical director for Health Policy at the Arkansas Department of Human Services and Medicaid.
He has served as the chairman of the Board of Regents of the American College of Physicians, was on the Board of Directors of the National Quality Forum, and has been the president of the American Health Quality Association. He is also a former president of the American Society of Internal Medicine. He has served on numerous national committees, including three with the Institute of Medicine and two study sections for the Agency for Healthcare Research and Quality. He currently sits on the executive committee of the American Medical Association Physician Consortium for Performance Measurement.
Kimberly Hayman, RN
Ms. Hayman is the Medicaid project manager at the Arkansas Foundation for Medical Care. She has 16 years of nursing experience, including school health, long-term care, home health, medical surgical nursing and outpatient quality improvement. She has also worked in the areas of cultural competency and health disparities intervention. She received certification as a registered nurse from the Baptist School of Nursing in Little Rock, Ark.
Martha Hiett
Ms. Hiett is the special projects director for the Arkansas Department of Human Services’ Division of Child Care and Early Childhood Education (DCC/ECE). She also serves as the division’s liaison to the Arkansas Department of Health and promotes collaboration and linkages with public health programs. Before joining the DCC/ECE, Ms. Hiett worked for over 20 years for the Department of Health. During her tenure, she served on the Steering Committee for the Campaign for Healthier Babies, coordinated the development of legislation that eventually became Act 1220, served as the first chairman of the Child Health Advisory Committee, and served as the Department’s leader for Healthy Arkansas.
Scott Holladay, MPA
Mr. Holladay is a program manager for the National Academy for State Health Policy. He is director of the EmployAbility Project, a program of the Arkansas Department of Human Services’ Division of Aging and Adult Services. He earned his master of public administration degree from the University of Arkansas at Little Rock in 1995, and has 20 years of experience working on aging and disability policy issues, including Medicare, Medicaid, home and community services and disability employment. His past professional positions include director of advocacy services at CareLink and executive director of Arkansas Seniors Organized for Progress.
Tereasa Holmes, CMPE
Ms. Holmes is the provider relations manager for Medicaid Managed Care Services at the Arkansas Foundation for Medical Care (AFMC) and has more than 16 years of experience in health care. Before joining AFMC, she was the network development coordinator for a leading insurance company in Arkansas and also worked as an office manager for a family practice clinic. She is a member of the Arkansas Medical Group Management Association and a certified member of the National Medical Group Management Association.
Latecia Hudson
Ms. Hudson is an Electronic Data Systems Medicaid provider representative for Pulaski County. She has worked for EDS for more than three years, and her duties have included helping providers with billing issues, training providers to use Provider Electronic Solutions software, and conducting annual billing workshops around Arkansas. Ms. Hudson also has experience as a speaker and presenter on Medicaid billing and various Medicaid-related tools and support systems available to providers.
Roy Jeffus
Mr. Jeffus is the director of the Division of Medical Services at the Arkansas Department of Human Services (DHS). His tenure at DHS began in 1977, and he has served in a variety of roles, including assistant director of medical services, program administrator, assistant administrator of utilization review, Medicaid review analyst and social worker. He has extensive experience as a speaker and presenter on topics such as Medicaid policies and procedures, Medicaid managed care and Medicaid programming.
Bridget Johnson, PharmD
Ms. Johnson is a clinical pharmacist for the Arkansas Medicaid Pharmacy Program in the Division of Medical Services at the Arkansas Department of Human Services. She also works one weekend a month at a local hospital pharmacy and occasionally fills in at a neighborhood pharmacy when needed. She holds a Bachelor of Science degree in mathematics from the University of Central Arkansas and a Doctorate of Pharmacy from the University of Arkansas for Medical Sciences College of Pharmacy.
Carol Amundson Lee, MA, NCC, LPC, ACADC
Ms. Lee is the director for System of Care at the Department of Human Service’s Division of Behavioral Health. Her experience and roots are in community-based child/adolescent mental health, substance abuse, community collaboration, coalitions, and child and family advocacy. Her federal grant work has included providing behavioral health services in Head Start and other early childhood programs, and the implementation of mental health, substance abuse, mentoring and evidence-based parenting, prevention and intervention programs in evaluation partnerships for children and families.
Michael Moody, MD
Dr. Moody is AFMC’s corporate medical director and a past president of the Arkansas Academy of Family Physicians and the Arkansas Medical Society. He also serves as a member of Arkansas Medicaid’s Drug Utilization Review Board, the National Rural Health Association, and the American Health Quality Association’s Legislative Affairs Committee and Emergency Medical Treatment and Active Labor Act (EMTALA) workgroups. He is a delegate of the American Academy of Family Physicians and an alternate delegate to the American Medical Association.
Jason Scheel, MBA
Mr. Scheel is the Director of Medicaid Analytical Services for Medicaid Managed Care Services at the Arkansas Foundation for Medical Care. He has taught business courses at Arkansas State University and Henderson State University. He has also served as a data analyst at HealthSource, CIGNA.
Eldon G. Schulz, MD
Dr. Schulz is a professor of pediatrics and rehabilitation medicine and section chief of developmental-behavioral and rehabilitative pediatrics in the Department of Pediatrics at the University of Arkansas for Medical Sciences. He has specialty training and experience in diagnosing and managing conditions that interfere with learning, behavior and development in children and adolescents. He is the recipient of the inaugural Rockefeller Chair for Children with Special Needs. He has been named a Best Doctor in America® in 2003, 2004, 2005, 2006 and 2007.
Marilyn Strickland
Ms. Strickland is the assistant director of the Department of Human Services’ (DHS) Division of Medical Services. She is responsible for managed care initiatives, including ConnectCare, and the oversight of service delivery systems for all services covered by Arkansas Medicaid. A 26-year DHS employee, Strickland previously served as assistant chief program administrator for utilization review. During her career, she has represented DHS at conferences across the country. She is chairman of the Medicaid therapy work group that develops and implements clear coverage guidelines for Medicaid therapy.
Karen Young
Ms. Young is an EDS provider representative for BreastCare and has 19 years of experience with EDS. She began her career at EDS in the Provider Assistance Center, where she worked for three years. She also served as a provider representative for Medicaid for 12 years.
