Quality Conference 2008 Speaker Profiles

Frank Broyles

Mr. Broyles, an advocate of Alzheimer’s disease research and caregiving issues, has presented as numerous events on behalf of the Alzheimer’s Association. In 2004, Mr. Broyles initiated, lobbied for and successfully changed legislation in Arkansas so that student nurses taking Alzheimer’s care-related curriculum now receive free credit hours. In 2005, he developed the “Coach Broyles Playbook for Alzheimer’s Caregivers”. Also in 2005, he represented family caregivers at the Alzheimer’s Association’s Research Roundtable in Washington, D.C., where pharmaceutical companies and the FDA discussed expediting clinical drug trials. Mr. Broyles is a member of the White House Council on Aging. For five decades he served as the University of Arkansas Athletic Director, where he helped to define the standard of excellence in intercollegiate athletics. He retired in December 2007 assumed the role of consultant to the Razorback Foundation, Inc.

Paula Butterfield, PhD, PCC

Dr. Butterfield is a professional speaker and certified coach with Butterfield & Laning, LLC. She began her career researching and training in doctor-patient relationships and management skills for resident physicians at Ohio State University College of Medicine and Columbus Children’s Hospital. She is the first woman to direct the graduate medical education program in one of the nation’s largest osteopathic training hospitals. She was the director of Physician Leadership and Management Education for Mount Carmel Health System before starting her own leader development firm. She has coached executives and addressed many health and mental health audiences nationwide on customized topics and formats. She has authored dozens of articles and is a monthly columnist for Executive Women in Healthcare’s Executive Briefings & Exchange.

Robin Clark, RN

Ms. Clark is the director of quality management and regulatory compliance at Northwest Medical Center in Springdale, Ark. She has 22 years of experience in acute care, 19 years of which are in leadership. She also has more than four years of experience in quality improvement and patient safety.

Theresa Edelstein, MPH, LNHA

Ms. Edelstein is the vice president of continuing care services for the New Jersey Hospital Association. She manages the association’s advocacy and health policy activities related to membership services for continuing care, including skilled nursing facilities, assisted living, continuing care retirement communities, inpatient rehabilitation hospitals, long-term acute care hospitals, home health agencies, medical day care and hospice. She also analyzes and evaluates statutory and regulatory proposals, particularly in the areas of Medicare and Medicaid payment and policy, certificate of need and licensure. She develops and implements educational programs, and also conducts site visits with member organizations. Throughout her career, she has played pivotal roles in developing legislative proposals and policy positions. She has provided expert witness consultation services on civil litigation involving nursing home providers. She has directed the operation of two long-term care/sub-acute 416 bed (total) facilities. She also managed/directed a facility’s 514-bed operation, including clinical and support service departments, as well as community-based programs, senior housing, grants management and special projects.

William E. Golden, MD, MACP

Dr. Golden is a professor of medicine and public health at the University of Arkansas for Medical Sciences and the medical director for Health Policy at the Arkansas Department of Human Services and Medicaid. He has served as the chairman of the Board of Regents of the American College of Physicians, was on the Board of Directors of the National Quality Forum, and has been the president of the American Health Quality Association. He is also a former president of the American Society of Internal Medicine. He has served on numerous national committees, including three with the Institute of Medicine and two study sections for the Agency for Health Care Quality and Research. He currently sits on the executive committee of the American Medical Association Physician Consortium for Performance Measurement.

Mary Gupton, MPH

Ms. Gupton is a quality specialist at the Arkansas Foundation for Medical Care. She develops approaches for detailing assigned clinical topics and health information technology initiatives to health care providers and consumers in Arkansas. She was previously the quality improvement/health disparities collaborative manager at the Community Health Centers of Arkansas, Inc., where she provided technical support and assistance to teams who worked to sustain chronic disease management, assisted Community Health Centers in quality improvement efforts using the Planned Care Model and Model for Improvement, and ensured quality health services and practice improvements were implemented at all 55 clinics. As a health resource specialist with the Head Start Program at the University of Arkansas for Medical Sciences, Ms. Gupton’s duties included planning, implementing and coordinating health services for children and families, initiating collaborative agreements with health providers and agencies, and implementing health policies and procedures.

David Hall, MD

Dr. Hall is the senior vice president for medical affairs for St. Vincent Health System in Little Rock. During his 10 years in this position, he has been responsible for reporting on the Quality, Risk Management, Surgery, Medical Records and Case Management departments. Before coming to St. Vincent, he was a urologist in private practice for 18 years.

Georgia Happy, RN

Ms. Happy is an OASIS educational coordinator for the Arkansas Department of Health. She is a certified home health and hospice surveyor and has prior experience working in hospice, hospital and nursing home environments. She received OASIS training from the Centers for Medicare & Medicaid Services.

Veronica Harmon, RN

Ms. Harmon is a nursing consultant for long-term care with Nursing Consultants, Inc. in Fort Smith, Ark. She also has experience as a director of nursing services and has worked as a registered nurse in a cardiovascular intensive care unit.

Kimberly Hayman, RN

Ms. Hayman is the Medicaid project manager at the Arkansas Foundation for Medical Care. She has 16 years of nursing experience, including school health, long-term care, home health, medical surgical nursing and outpatient quality improvement. She has also worked in the areas of cultural competency and health disparities intervention. She received certification as a registered nurse from the Baptist School of Nursing in Little Rock, Ark.

Tammy Hensley, RN

Ms. Hensley is the registered nurse director of home health at Bradley County Medical Center in Warren, Ark. She is a member of the Home Care Association of Arkansas.

Roy Jeffus

Mr. Jeffus is the director of the Division of Medical Services at the Arkansas Department of Human Services (DHS). His tenure at DHS began in 1977, and he has served in a variety of roles, including assistant director of medical services, program administrator, assistant administrator of utilization review, Medicaid review analyst and social worker. He has extensive experience as a speaker and presenter on topics such as Medicaid policies and procedures, Medicaid managed care and Medicaid programming.

Timothy Johnsen, MBA, MSHSA, RN

Mr. Johnsen is the president and chief executive officer of St. Joseph’s Mercy Health Center in Hot Springs, Ark. He has extensive leadership experience in health care delivery and administration in rural and urban settings, as well as a proven ability to mobilize staff to achieve optimal clinical outcomes and bottom line results. He has experience in strategic planning, financial management, physician relations, employee recruitment and retention strategies, facility planning, and regulatory agency accreditation. He also has extensive experience in performance improvement, risk management and patient safety. He has served as the executive vice president and chief operating officer at St. Joseph’s and president of St. John’s Hospital in Lebanon, Mo. He has also worked in various capacities at Citizens Memorial Health Care System in Bolivar, Mo., including chief operating officer, director of Support Services, associate clinical director and director of Emergency Services.

Alyce Kaster, RN, BSN

Ms. Kaster is a retired independent consultant for long-term care. She has 43 years of experience as a registered nurse, including 18 years in nursing education. She has also helped long-term care staff to provide quality of care to nursing home residents. Other positions she has held include director of quality improvement for HCR Manor Care, vice president of Clinical Services for Beverly Enterprises, tutor for State Boards at the Missouri League of Nursing, nurse consultant and state surveyor for South Carolina, occupational health nurse, and expert witness for nursing homes.

Julie Kettlewell, RNP

Ms. Kettlewell is the physician office team leader at the Arkansas Foundation for Medical Care (AFMC). She manages and coordinates the activities of the physician office team and assures that the team meets deadlines and deliverables as outlined by the Centers for Medicare & Medicaid Services. Before becoming team leader, Ms. Kettlewell was an academic detailer for the physician office team. She worked with Arkansas providers on quality improvement projects for diabetes, mammography and adult immunizations; recruited practices for the Doctors’ Office Quality Information Technology (DOQ-IT) pilot project; helped providers implement electronic health record systems and incorporate care management into these systems; and helped clinics integrate Culturally and Linguistically Appropriate Services (CLAS) standards into their practices. Before coming to AFMC, she was a RN review analyst with Arkansas Blue Cross Blue Shield, where she performed Medicare Part B focused medical review for a multi-state carrier. She also served as a registered nurse practitioner with Neurological Surgery Associates.

Denise Looker, MA

Ms. Looker is the home health administrator for St. Vincent Health/Visiting Nurse Association of Arkansas. She has also served as a home health social worker for the Visiting Nurses Association in Little Rock and a social worker for the Arkansas Department of Human Services, the Jackson Mental Health Center, also in Little Rock.

Corliss Manning

Ms. Manning has been the administrator for Twin Rivers Health & Rehab in Arkadelphia, Ark., for the past 15 years. She has served on the board of the Arkansas Health Care Association and has worked with person-directed care and culture change for one year.

Rhelinda McFadden, RN

Ms. McFadden is an outpatient physician office academic detailer for the Arkansas Foundation for Medical Care (AFMC). She educates and assists Arkansas providers on quality improvement measures and clinical data provided from the Centers for Medicare & Medicaid Services. She also assists providers and consumers in targeted populations with development of educational activities and tools. Ms. McFadden promotes the use of health information technology through the Doctors’ Office Quality Information Technology (DOQ-IT) pilot project to improve quality of care, patient safety and efficiency for services provided to Medicare beneficiaries. She was previously a review nurse for AFMC’s Long-Term Care Division. She has also been a registered nurse at the Anderson Medical Clinic, a Baptist Health affiliate in Lonoke, Ark., and Baptist Health Family Clinic in England, Ark.

Laura Moody, BSMT

Ms. Moody is a program manager for liscensure and certification for the Arkansas Department of Health. She has 13 years of experience working for health facility services, including seven years as a program manager and six years as a surveyor. She is an expert in the regulatory requirements of quality assurance and best practice. She is a certified home health surveyor and a registered medical technologist.

Jo Nycum, RN

Ms. Nycum is an outpatient physician office academic detailer for the Arkansas Foundation for Medical Care. She has extensive experience working under the auspices of Medicare contracts. She serves as the quality improvement advisor for the Arkansas Chronic Illness Collaborative, works closely with the Arkansas Department of Health and is a member of the Arkansas State Diabetes Council. She works with physician offices across Arkansas, helping them obtain cultural competency training and educating them on Culturally & Linguistically Appropriate Services (CLAS) standards. She was previously employed as a Medicare audit-analysis/focused medical reviewer for Arkansas Blue Cross Blue Shield. She has also had experience as an outpatient clinic-staff registered nurse, a conscious sedation nurse for the Radiology Department at Arkansas Children’s Hospital, a registered nurse for the high-risk OB/GYN Clinic at the University of Arkansas for Medical Sciences, and a nurse in Interventional Vascular Special Procedures at Radiology Consultants in Little Rock, Ark.

Jennifer Payton, JD, CHC

Ms. Payton has been the corporate compliance officer and legal counsel for Stuttgart Regional Medical Center in Stuttgart, Ark., for the past seven years and is also responsible for oversight of the medical center’s quality department. She is certified in health care compliance by the Healthcare Compliance Association.

Kathy Presley

For the past 16 years, Ms. Presley has served as vice president of Home and Community Based Healthcare at Ouachita County Medical Center in Camden, Ark. She oversees all aspects of home health, hospice, personal care, extended care, and home delivered meals for approximately 200 patients within a 50-mile radius of Camden. She also manages a durable medical equipment store and directs patient care for two rural health clinics.

Sue Rodden, RN, CCM
Ms. Rodden is the director of Continuity of Care at Baxter Regional Medical Center in Mountain Home, Ark. She has 25 years of nursing experience, with 16 years in psychiatric nursing and nine years in case management/quality. She also has seven years of experience in discharge planning and social work.

Jason Scheel, MBA

Mr. Scheel is the manager of PCP Profiling for Medicaid Managed Care Services at the Arkansas Foundation for Medical Care. He has taught business courses at Arkansas State University and Henderson State University. He has also served as a data analyst at HealthSource, CIGNA.

Rupa Sharma, MSc, MSPH

Ms. Sharma has served as the senior epidemiologist and assistant director for the Diabetes Prevention and Control Program at the Arkansas Department of Health for the past 10 years. Her duties include supervising 30 staff members, analyzing and reporting epidemiological data, and evaluating program activities and outcomes. She is also involved in grant writing for continuation and competitive federal grants. She has attended many conferences and given many presentations throughout the world on various topics. She is a recipient of the Fullbright Scholarship to support MSPH training from Colorado State University.

Paula Suter, RN, MA

Ms. Suter is the director of chronic care management for Baptist Health in Little Rock, Ark., where she implemented and coordinates the telehealth program for the Baptist Home Health Network. She is an expert panel member for the Home Care National Initiative’s Best Practices Improvement Project and is a speaker for the National Disease Management Summit. Ms. Suter has written five articles on chronic care that have been accepted for publication in 2008.

Rebel Ward-McKnight, CPHIT, CPEHR

Ms. Ward-McKnight is a health information technology specialist for the Arkansas Foundation for Medical Care. She facilitates the adoption of electronic health records in medical offices and provides technical assistance and education on all health information technology options that are available in the physician office, hospital and home health settings. She has been instrumental in the success of Medicare Care Management Performance (MCMP) data abstraction. She previously was the clinic administrator for Conway Children’s Clinic, where she was responsible for the operations of a seven-provider, two-site practice. She has served as assistant administrator for physician practices for Harbor View Mercy Hospital in Mississippi, where she was responsible for the daily operations of the hospital’s staff clinic and managed all aspects of the clinic’s computer network. She also has experience in sales and support for TKI Medical Systems/Medical Manager/WebMD.

Donna West, RPh, PhD

Dr. West has been an adjunct assistant professor in the College of Pharmacy at the University of Arkansas for Medical Sciences (UAMS) for six years. She has been a consultant pharmacist and a relief pharmacist for 10 years. She has four years of experience as a research assistant and has been on several post-graduate committees. She has published various book chapters, audio-visuals in the past nine years and has peer-reviewed many publications. Dr. West has presented at the local, regional and national levels. She was named the AACP Academic Leadership Fellow in 2007 and received second place for the Teaching Scholars Education Research Poster at UAMS, also in 2007.

Ruth Ann Williams, RN

Ms. Williams is the director of nursing at The Meadows Health and Rehab in Corning, Ark. She has seven years of experience in long-term care and two years of experience as a critical care nurse.

Tammy Wilson, LPN

Ms. Wilson is the medical records/behavior program leader at Craighead Nursing Center in Jonesboro, Ark. She has 10 years of experience as a charge nurse/floor nurse and has worked with residents with Alzheimer’s disease, dementia and behavioral disorders.

Lynn Wooley, RN, COS-C

Ms. Wooley is the quality manager for Conway Regional Homecare Services in Conway, Ark. She has over 17 years of experience in providing quality patient care, with the past six years in home care. She holds OASIS certification.

Thomas G. Zidel, MBA

Mr. Zidel is a consultant, speaker, author and facilitator of lean transformation in health care. He is the president of Lean Hospitals, a consulting company which specializes in lean implementation in health care. He is the author of A Lean Guide to Transforming Healthcare: How to Implement Lean Principles in Hospitals, Medical Offices, and Other Healthcare Organizations. He also has 20 years of experience in the manufacturing and aerospace industries.
